As for China, India and Southeast Asia, with the exception of South Korea, which is within the OECD, robust data is hard to find. China has a recent history of high use of pharmaceuticals, to some extent explained by the system whereby hospitals and doctors obtained a mark-up on any drugs they prescribed. For instance, it has been reported that the “average Chinese citizen consumes ten times as many antibiotics as the average American”, which has led to considerable distrust of doctors, and worries over corruption at all levels, and confusion about the roles of the many different agencies involved in pharmaceutical strategy (Burki, 2017). It is also clear that many potential patients make use of non-prescription drugs, traditional remedies available from pharmacies, or drugs purchased on the grey market. Yet at the same time, there is a widespread view, to quote a recent headline in the South China Morning Post,6 that “[m]illions of people with mental illness in China, India go untreated” – a report that draws on a study published in The Lancet that claims that less than 6 per cent of those with anxiety, depression and other mental afflictions seek help due to stigma or lack of access to resources (Charlson et al., 2016).7
